            Inclusion means all are accepted irrespective
of the differences. Inclusive Education means all learners young people with or
without disabilities being able to learn together in ordinary preschool provisions,
schools and community educational settings with appropriate network of support
services i.e. the institution makes adjustments, adaptations to cater the child
with special needs . 10% of the world’s population lives with a disability and
80% of these people with disability lives in developing countries. After
independence in 1947, the Government of India created several provisions and policies
in terms of inclusive education.  India has
always leaned towards inclusion,  starting from the Constitution of India and
later followed by various Commissions/Articles viz. Kothari Commission- says to
integrate special children into regular schools to help them to socialize and
build their confidence,  Article 45- says
free and compulsory education 6 to 14 years, Article 21A :Right to Education
Act 2009 for fundamental right of 6 to 14 year to get equitable ,free and
quality  education, , Education For All
1990,  National Action Plan 2005 for
inclusion in education of children and youth with disabilities , IEDSS 2009-10  aiming to enable special child to undertake
four years of secondary schooling in an inclusive environment, RTE/SSA Policy
on inclusion 2001and 2012 aims at providing quality education for all. Recently
the Indian Government tends to write inclusive policy in education. The
prestigious Indian Education Board the CBSE in its recent development has
decided to setup inclusion panel for children. The Board mandates all schools
to hire special educators for children with disabilities. Results of these
provisions and recommendations are many prime institutes were set up viz.
National Institute For the Visually Handicapped 1982 Dehradun, Rehabilitation
Council of India 1986 Delhi etc.


This paper
throws light on the provisions and the utility of the provisions in reference
to inclusive education in India in recent years. Moreover , further steps that are
to be taken to maximize the implementation of the policies are discussed too because
despite these efforts,  about 95%
children with disabilities did not receive any educational services. The task of
implementation of inclusive education should be in letter and spirit .
